Description (partial)

Symptom:
Users cannot access HTTPS sites under the following

Conditions:
-- The Web Proxy is deployed in explicit forward mode.
-- Credential Encryption is enabled.
-- The authentication surrogate is IP address.
-- Users access an HTTPS site before any HTTP site using Internet Explorer 7 or a later version.
