Description (partial)

Symptom:
Currently rate command counts requests like CLIENT_REFRESH or ""TCP_DENIED/407"" and some others as cache miss. This causes the over all cache hit rate to decrease. Customers not knowing what's cacheable, what's not, will think that our cache hit rate is really low.  We should add another column in rate command like ""uncacheable"", and count all non-cacheable objects in this column  ex: hits misses uncacheable

Conditions:
This causes the over all cache hit rate to decrease.
