By the WCCP specification, the WCCP "return method" configuration applies only to the traffic that is being bypassed by the WSA (WCCP caching engine).
For all other return traffic (sourced from WSA towards end-client), the packets are routed normally (without GRE encapsulation towards the WCCP service router).

In some circumstances (depending on the network design), it can be required that all return traffic is encapsulated into GRE tunnel and forwarded towards WCCP service router.
