Description (partial)

Symptom:
If a user has an active privacy list blocking a contact, a contact is able to send a directed presence to subscribe the the user's temporary presence.  This behavior is incorrect.

Conditions:
User A creates a privacy list completely blocking User B and sets the privacy list as the default list.  User B sends a directed presence with caps containing the temp-presence node to User A and User A changes their presence.
