Description (partial)

Symptom:
The splice output video service cannot be decoded seamlessly. The stream is not fully compliant which makes that some decoder will introduce blocking artifacts.

Conditions:
AVC DPI splicing on the CoProc board. The input service are 720p streams containing at least 4 hierarchical layers and memory management instructions on the entry point.
