Description (partial)

Symptom:
Initial event triggers are recorded, but the user rights associated with them are incorrect.
In addition, SQL errors are generated in the log file on initial event triggers, reporting:
[nativecode=1062 ** Duplicate entry 'event_history-2-1' for key 1]
Conditions:
When the number of event setups exceed the number of events that have been triggered.
This will always occur on the 1st event trigger in VSOM.  Subsuquently, it will occur
until the number of events triggers that VSOM has received exceeds the number
of event setups in the system.
