Symptom:VMR 'Settings' Dropdown doesn't stay attached to AXControl

Conditions:With the browser NOT maximized, and when in VMR/DVR mode, click the settings button in the bottom left, so
that the menu where you can adjust brightness, contrast, etc appears.
 
Now move the browser around.  The settings dropdown stays put, and does not follow the AXClient around.
 
Now click the button again.  The settings dialog disappears.
 
NEXT, click the button again - The settings dialog again appears in the ORIGINAL place, NOT underneith the
AXControl.   This cause the settings dialog to get "lost" where the user doesn't know why this settings
dialog is not occurring.
