Description (partial)

Symptom:
Ports with MACSEC enabled intermittently based on traffic go into a state where traffic stops passing the link and one side of the link will show Output Errors and Output CRC and FCS Errors the far side will show Input Errors and                        Bad Encapsulation Errors. Will cause loss of control plane protocols over the link such as LACP/CDP as well as normal traffic.

Conditions:
1. MACSEC configured on link 
2. Interfaces in L3 LACP active port channel
