Description (partial)

Cisco DNA Center may shut down an unused interface VLAN, but never removes it. When Cisco DNA Center tries to configure a new interface VLAN, it sees a similar gateway IP address configured with the old VLAN, and rolls back the proposed new configuration.

This was observed in Cisco DNA Center, managing a Catalyst 9300 running IOS-XE 16.12.2t.
