Description (partial)

Symptom:
load config-file command from CLI fails, failing to fully load the saved config-file in CSP 2.8 and below

Conditions:
In order to hit this condition, the user needs to set up a pnic with sr-iov, change the switchmode, and then disable sr-iov on that pnic before saving the config file, and subsequently reinstalled CSP, and re-loading the saved config file. 
Example offending pnic configuration:
pnic Eth2-1
 type ethernet
 sr-iov numvfs 0
 sr-iov switchmode vepa
 lldp enabled
