Symptom:
Migration guide does not mention that native authentication has to be set to local

when the authentication was changed to local the migration worked fine.

Conditions:
migrating from 62xx to 64xx and not doing local authentication as native. This output might be seeing after waiting for +1 hour of the FI to join the cluster
