Description (partial)

Symptom:
With an interface hosting EVPN-VPWS SRv6 services in down state, the line card is reloaded and no longer shows the service in "show l2vpn forwarding interface <> location <reloaded lc>" after it has fully restarted.

This can also potentially occur on router reload dependent on timing.

This issue will only impact convergence when the interface transitions from down to up state. This is not a permanent loss.

Conditions:
1) EVPN-VPWS SRv6 Services (7.0.90, 7.0.2)
2) Main interface hosting the EVPN-VPWS services is either Down or Admin Down
3) LC reloaded previously
