Cisco Bug: CSCvv95369 - ENH: Make `peer-gateway` and `layer3 peer-router` default vPC domain configuration

Symptom: When configuring a vPC domain for the first time, the `peer-gateway` and `layer3 peer-router` commands are not default configuration. These commands are required when attempting to form a dynamic routing protocol adjacency with a vPC-connected router in order for the adjacency to come up and work as expected. This enhancement improves NX-OS software such that `peer-gateway` and `layer3 peer-router` are default configuration that no longer needs to be explicitly configured under a vPC domain. Conditions: This enhancement would be observed under two conditions: 1. When configuring a vPC for the first time on a Nexus switch 2. When upgrading to an NX-OS software release where this enhancement is integrated, which would introduced `peer-gateway` and `layer3 peer-router` configuration if it did not already exist.
