Description (partial)

Symptom:
Subscriber Node Upgrade will repeatedly fail, at Platform DB Installation. The logs will show the following error message :

09/18/2020 20:39:42 component_install|File:/opt/cisco/install/bin/component_install:853, Function: exec_progmeter(), /opt/cisco/install/bin/progmeter failed (1)|<LVL::Error>
09/18/2020 20:39:42 appmanager.sh|Internal Error, File:/usr/local/bin/base_scripts/appmanager.sh:276, Function: refresh_upgrade(), failed to refresh_upgrade infrastructure_post components|<LVL::Critical>
09/18/2020 20:39:42 post_install|File:/opt/cisco/install/bin/post_install:960, Function: install_applications(), /usr/local/bin/base_scripts/appmanager.sh -refresh-upgrade failed (1)|<LVL::Error>
09/18/2020 20:39:42 post_install|Exiting with result 1|<LVL::Info>
During this time, the component /common/component/database failed.
The installation has encountered an unrecoverable internal error. For further assistance report the following information to your support provider.

"/usr/local/cm/script/cm-dbl-install RU PostInstall 12.5.1.10000-31 11.6.2.10000-38 /usr/local/cm/ /common/component/database /common/log/install/capture.txt " failed (1)

Conditions:
1>Upgrade pub from version-A to version-B(without switch version)
2>On pub common folder, ontape backup of ‘B’ would be present.
3>Sub is on ‘A’.
4>Sub is reinstalled on ‘A’. <at this time ontape backup of ‘A’ will be regenerated on pub common folder, which will replace the ontape backup of ‘B’ on common folder.>

Because at one point of time, only one version backup can be present.
And in such cases, after the sub install, the pub has to be re-upgraded to generate the version ‘B’ , ontape. And then upgrade the sub.
