Description (partial)

Symptom:
When a device-tracking policy is applied to a range of vlans at the vlan-config level, the configuration may be split in 2 segments:

Switch(config)#vlan configuration 2,650,660,670,1050,2002,2102,2600,2610,2620
Switch(config-vlan-config)#device-tracking attach-policy DT-PORT
Switch(config-vlan-config)#ipv6 nd raguard
Switch(config-vlan-config)#ipv6 dhcp guard
Switch(config-vlan-config)#end

Expected output of show running | sec vlan configuration

Switch#sh run | sec  vlan configuration
vlan configuration 2,650,660,670,1050,2002,2102,2600,2610,2620
device-tracking attach-policy DT-PORT
ipv6 nd raguard
ipv6 dhcp guard
!

Instead, you may get:
Switch#sh run | sec  vlan configuration
vlan configuration 2,650,2002,2102,2600,2610,2620
device-tracking attach-policy DT-PORT
ipv6 nd raguard
ipv6 dhcp guard

Conditions:
The issue is only seen if some vlans have DHCP snooping enabled while others do not.
