Description (partial)

Symptom:
On cEdge ASR1001-HX, when centralized policy of QOS (traffic classification) was set, localized policy is either not enabled or not configured with forwarding class/queueing, the app-aware policy traffic classification based on traffic dscp will not work, therefore the app-aware policy action will not take effect.

Conditions:
This happens when centralized policy for traffic classification is enabled but localized policy is not enabled on cEdge ASR1001-HX. vEdge doesn't have such issue even it has same centralized/localized policy condition.
