Description (partial)

Symptom:
- PC no longer receives the static IP address configured in the DHCP server running in the ISR4K.
- Static binding removed from "show ip dhcp binding" output.

Conditions:
- Use static binding by reading from file. i.e.
  ip dhcp pool POOL1
   origin file bootflash:DHCP_file.txt
   default-router a.b.c.d
   dns-server x.x.x.x y.y.y.y z.z.z.z

- DHCP client moved from subnets. Computer sends a request instead of a Discovery.
