Description (partial)

Symptom:
Cisco DNA Center may become unable to add/remove or provision a device in fabric, instead logging the error, "NCSO20437: Failed to lookup IP address from pool x.x.x.x/21 for device c2b8a8a8-fcef-4cd6-b64b-xxxxxxxxxxxx. Check SPF Logs and IPAM Logs for more details."

Conditions:
This was observed in Cisco DNA Center 1.3.3.7, in a deployment where multicast is enabled, but the IPpoolcontext table contains stale data.
