Release-note

Symptom:
When a QSFP28 optics which has less than 4 lanes is replaced with a four lane optics, post replacement we see power only for less number of lanes reported.

For example, swapping a SR-BIDI pluggable (which has only 2 lanes) with LR4 which should have 4 lanes, results in the following reading:

Total TX Power = 5.98 dBm
Total RX Power = 4.50 dBm
