Description (partial)

Symptom:
The issue is observe with 9400 SVL setup (and the same not observed with 9500H SVL). When the first switch in SVL boots up and CSSM is unreachable, it’s license level will be reduced (as expected) but then PKI rewrites the startup config form the the reduced running config. That’s leads to the permanent startup config loss.
This is viewed as a suboptimal behavior on 9400 platform (and not reported on 9500H SVL) and should be uplifted not to rewrite the nvram config.
