Description (partial)

Symptom:
After the ICSR failover, the TCP conn proxy or LI TCP connection does not come up in the new Active.
This problem is rarely seen (seen once).

Conditions:
the Active and Standby is configured with MF without x3lif keyword, for example the following configuration is done on both Active and Standby, the ICSR switchover is triggered

lawful-intercept tcp content-delivery dest-addr 180.180.254.1 dest-port 45064 min 8 mf
lawful-intercept tcp content-delivery dest-addr 180.180.251.1 dest-port 45064 min 8 mf
lawful-intercept tcp content-delivery dest-addr 180.180.252.1 dest-port 45064 min 8 mf 

Now, in the new active "show connection-proxy sockets" does not show any TCP connections
