Cisco Bug: CSCvv86095 - Command Runner function is broken in recent Cisco DNA Center 2.2.x builds

Description (partial)

Command runner is present as a separate service after upgraded to Cisco DNA Center 2.0.x or higher versions from Cisco DNA Center, which is not observed in any of our test beds and were not able to reproduce. Since command runner is integrated with network poller service from Cisco DNA Center 2.0 version, expected behaviour after upgrade is that command runner service should cease to exist and all the command runner calls should be forwarded to network poller service.

But in this setup command runner is present as a separate service after upgrade from Cisco DNA Center and hence the commands were not getting executed as expected.

Build to build upgrades happened in the same setup, and we had observed old service routes are added  to kong api routes as a first entry, which is the side effect of the first issue.

Cisco DNA Center is upgraded to 2.0.x or higher versions from a prior release and  command runner is present as a separate service.
