Description (partial)

Symptom:
Whenever we see a client disconnect from a certain AP the client never reconnects back to the controller until we manually deauthenticate the client from the WLC database.  The client will hang on the same AP and will fail authentication.  

The EAP Identity Request is never sent from the controller to the client and therefore the client never moves past 802.1x stage.  This is where the problem first occurs {wncd_x_R0-0}{2}: [auth-mgr] [26819]: (ERR): [38f9.d3b3.51be:capwap_900003a4] SESSION_START from WCM (exp 1962942227, got -285206655) returning
