Description (partial)

Symptom:
Inconsistency in fia soc init structure for Rev1 and Rev2 NCS4K-4H-OPW-LO and NCS4K-4H-OPW-QC2 Line Cards.

Conditions:
MC having fully or almost fully populated LC having mix of old and new NCS4K-4H-OPW-LO and NCS4K-4H-OPW-QC2 Line cards, after multiple RP reload, some LC card may end up having wrong soc property.
