Symptom:
Updating an ACL in a cedge cli template fails when using the same sequence number. For example changing from:
ip access-list standard 50
 10 permit host a.b.c.d
 20 permit host e.f.g.h
 
To: 
ip access-list standard 50
 10 permit a.b.c.d 0.0.255.255
 20 permit e.f.g.h 0.0.255.255

Conditions:
Updating an ACL in a cedge cli template fails when using the same sequence number. For example changing from:
ip access-list standard 50
 10 permit host a.b.c.d
 20 permit host e.f.g.h
 
To: 
ip access-list standard 50
 10 permit a.b.c.d 0.0.255.255
 20 permit e.f.g.h 0.0.255.255
