Description (partial)

Symptom:
When upgrading to 17.3.1a fram any presious release, the lte module reloads after it comes up with the following message: "Boot image is upgraded. Module will be reloaded." Due to this module reload the bootstrap process fails due to the lte module being down while attempting to apply the cellular config.

Conditions:
