Description (partial)

Symptom:
If the password has '<' or '>' characters while inserting an SNMPv3 user (Phone Tracking >> SNMPV3 Settings), it will show a word "ERROR" without any information about the failure.
Example, we do not see any error info if we set below sample password.

Conditions:
If SNMPv3 user's password has characters like '<' or '>'.
Tested with latest CER version :12.5.1.22900-28
