Description (partial)

Symptom:
IOS-XE router does not install OSPF route that came from area 0 ABR router. router is in any normal (non-backbone) area. Corresponding Type 3 LSA though presented in LSDB. Route is not installed into the RIB. Example:

Both cEdges are connected to SD-WAN overlay.
