Description (partial)

Symptom:
When trying to create a global IP address pool through Cisco DNA Center's API that is bigger than /16, 17 (is successful), but /15 and /14 (fail).  The following error is thrown, "{"status":false,"errorMessage":["invalid input for ipv4 ipaddress or subnet in ippool"]}"  The global IP address pool is therefore not created, and as a consequence, IP address reservations within sites fail within that subnet.

Conditions:
This was observed in Cisco DNA Center 2.1.2.0.
