Description (partial)

Symptom:
Bulk certificate generation will fail with 'An unexpected error occurred.' in certification provisioning portal after RMA'd primary PAN.

Conditions:
1) Primary PAN failed due to something error
2) Promote to Primary from Secondary PAN, and de-reg failed pPAN then re-generate Root CA
3) reg a new node which have same IP address/hostname/domain name as RMA Primary PAN
4) Go to Certificate Provisioning Portal test URL page, and generate bulk certificates.(it might work well)
5) logged off and change IP address in browser URL from primary's to secondary's, then log in.
6) generate bulk certificates, then you will see 'An unexpected error occurred. Please contact the help desk for assistance' message in Portal GUI
