Description (partial)

Symptom:
+Access control rule created to allow an FQDN destination won't work on FTD 1K version 6.4.0.9
+This behavior is seen on 6.4.0.9 so far. On base version 6.4.0, FQDN is working fine.
+The behavior is only noticed on 1k devices. example -> FTD 1010

Conditions:
1) create an access control rule.
2) assign destination network as a fqdn object.
3) Make sure FTD is able to reach DNS (platform settings -> DNS).

Result: Rule is being ignored.
