Description (partial)

Symptom:
Hosts downstream of a switch configured for both VXLAN and ip directed-broadcast may see an additional broadcast packet for each one sent and processed by the feature.

Conditions:
Seen on Cat9k switches running 17.3.1 where the switch is configured with "ip directed-broadcast" and is receiving a packet destined to a network broadcast address for a subnet it owns.
