Symptom:
LACP packets are dropped on access interfaces of an L2VPN PE router in VPLS deployment scenario.

Conditions:
Access facing line card is 4th or 5th generation line card (aka Lightspeed and Lightspeed Plus) of ASR 9000 series routers.
