Description (partial)

Symptom:
Broadcast, unknown unicast, and multicast packets which are flooded into the EVPN fabric by remote VTEP's or PE's are received by the local VTEP or PE even if all of the ports in the VLAN or bridge domain are down and there is nowhere to forward the traffic.  This is because the Inclusive Multicast Ethernet Tag Route is sent by the local VTEP/PE in this case.

Conditions:
This symptom is observed in Cisco IOS-XE Releases 17.3 and 17.4 when ingress replication is configured as the replication type and the VLAN or bridge domain has no active ports on which to forward flooded packets.
