Description (partial)

Symptom:
On I53b, even if debounce-timer is set to 0, there's still around 30ms - 40ms debounce timer. When detecting local fault/remote fault, if the port come back up within 30-40ms, the port will not be actual down and go through micro-flap instead

verified on I75a & I78 & 935, the issue's improved; when link-debounce time is set to 0ms, the actual debounce timer is around 4ms, which make sure the port can be actual down.

I53b, setting link debounce time 0
