Description (partial)

Symptom:
CFM Non-offloaded UP MEP session stays down with rewrite ingress tag

Conditions:
When CFM UP MEP sessions configured with non-offloaded timers in the presence of rewrite ingress tag configuration on the subinteface, the session stays down. 
this is not seen with hw offloaded timers .

the problem is reproducible
