Symptom:
Slice power-down is not supported on below PIDs on the 9903 system.

ASR-9903-LC
A9903-20HG-PEC

Command that configures slices in power down is:
       hw-module location 0/0/CPU0 slice 2 power-down

The slice power-down feature requires a reload of the card for it to be effective.
On reload of the card, one would possibly see below message continuously on console

LC/0/0/CPU0:Sep 17 20:06:02.489 UTC: fab_arb[352]: %PLATFORM-TORNADO_ARBITER-3-FABRIC_ARB_TRANSIENT_LINK_FAULT : (0/0/CPU0 ARB 0) <--> (0/0/CPU0 FIA 2) fabric link transient fault 

This indicates issue with the power-down feature which is NOT recommended for these PIDS.
