Description (partial)

Symptom:
When both primary and fallback key are configured on interface, on the Expiry/Deletion of Current Active key,

SESSION_UNSECURED is getting logged even though SESSION IS SECURED with fallback which can be misinterpreted  as unencrypted traffic to flow.

L2-MKA-4-SESSION_UNSECURED : (Gi0/1/0/0) MKA Session was stopped and is not secured, CKN:1234

Conditions:
Both primary and fallback keys are configured, and the current primary active keys expires or is deleted
