Description (partial)

Symptom:
Sub configuration master gets overwritten and incorrectly pushed with secondary configuration master.

Conditions:
1. User1 selects subCM1, and makes changes to configuration to subCM1 but before commit
2. User2 switches to subCM2 without commit 
3. User 1 then commits (successful )
4. Then, User2 tries to commit, and error is seen for User2 (needs to abandon changes )
5. SubCM2 config was overwritten with subCM1 config in SMA
