Cisco Bug: CSCvv74190 - EPNM5.0: IPSLA and y1731 Loss Ratio Reports data wrong since unit wrong

Description (partial)

Symptom:
Go to IPSLA Statistics Report / IPSLA Merged Statistics or IPSLA Frame Loss Ratio, click Run, you will see from the result, we are displaying 0.5 as the value of ?Packet Loss Ratio Forward and Backward? columns below, which means 0.5% since it’s a Ratio.
However, if you go to the Dashboard you will see it shows 50%, instead of 0.5%
So, the value we are displaying in our Reports is incorrect, 0.5% but should be 50% (as displayed in Dashboard), since we report is using a wrong unit, which makes the value wrong, we should make the unit as percentage.

Conditions:
