Symptom:
Scheduled report wasn't generated 
Below error message(traceback)was seen on  gui log
Critical: PERIODIC REPORTS: Could not build report. Subscription settings: {'report_title': 'xxxxxxx', 'recipients': ['test@example.com'], 'schedule': {'hour': [1], 'month': [], 'second': [0], 'year': [], 'wday': [], 'day': [], 'minute': [0]}, 'creation_timestamp': xxxxxxx, 'archive': 1, 'report_type': 'phoebe', 'report_def_id': 'mga_incoming_mail_scheduled', 'user_name': 'xxxxxxx', 'options': {'lang': 'ja', 'scheduled': 1, 'format': 'pdf', 'days_include': 'calendar_day', 'host_name': None, 'host_id': '0'}}.
