Symptom:
T1/E1 NIM modules fails to stay online and goes out-of-service with the following messages:


*Aug 20 02:58:07.309 UTC: %SPA_OIR-6-ONLINECARD: SPA (NIM-2MFT-T1/E1) online in subslot 0/2
*Aug 20 02:58:07.322 UTC: %IOMD-3-MODULE_MESSAGE:iomd:  NIM-2MFT-T1/E1[0/2]: FPGA is upgraded. Bootloader image may be bad. Module Reload
