Description (partial)

A cEdge device template push to a newly on-boarded device may fail with the following error messages:

[15-Sep-2020 14:04:21 UTC] Pushing configuration to device

[15-Sep-2020 14:04:25 UTC] Failed to process device request. Error response : rpc-reply error: <rpc-reply xmlns="urn:ietf:params:xml:ns:netconf:base:1.0" xmlns:nc="urn:ietf:params:xml:ns:netconf:base:1.0" message-id="5">
    <error-message unknown:lang="en">there are outstanding changes to the database</error-message>

-On the devices window, the cEdge may show the following error: "Out of Sync - Failed to attach template"

-Onboarding a new device.
-Running vManage on 18.4.4
-Running cEdge on 16.10.4
-Pushing a new device template while the cEdge is still in CLI mode.
