Description (partial)

Symptom:
Storm control doesn't take affect even when the traffic on FEX HIF is higher than broadcast level configured after an upgrade is performed from 7.0(5)N1(1) to 7.3(5)N1(1) and then the FEX fabric port-channel in "operation primary" is flapped.

Conditions:
An upgrade is performed from 7.0(5)N1(1) to 7.3(5)N1(1) and then the FEX fabric port-channel in "secondary, operational primary" is flapped.
