Description (partial)

Symptom:
a system error occurs when an attendee-only account tries to join a meeting without any session type enabled for the account.

They get the following web page error:
"Your meeting service had a problem processing your request. Contact support or your administrator and provide the following error tracking ID." (Classic View)
"Cisco WebEx had a problem processing your request. Contact support or your administrator and provide the following error tracking ID." (Modern View)

with a unique tracking ID. 

The tracking ID contains information on an exception error that occurs within an internal Webex service.

Conditions:
The steps to reproduce:
1. Attendee-only user who, by design, has no session type or PMR enabled before.
2. This attendee tries to join a meeting.

Excepted result:
User is able to join meeting as expected.

Actual result:
A system error occurs.
