Description (partial)

Symptom:
Device Discovery in Cisco DNA Center may fail with Netconf.  Checked the device config, confirming that Netconf is present in the border's config, the AAA config has local credentials, and that the Netconf status is enabled.  Debug Netconf shows that Cisco DNA Center is logging in properly, and exiting by ending the session.  A manual log in from Cisco DNA Center's command line with Netconf is successful.  The Netconf session counter increments when the manual login and Discovery Tool are used.  Tried removing and reapplying the Netconf config.  Tried removing, resyncing and reapplying, but that did not help.  The inventory logs don't show any errors, neither do the dna-wireless logs.  The inventory analyzer doesn't show any output for this device.

Conditions:
This was observed in Cisco DNA Center 1.3.3.7, managing a Catalyst 9500 running IOS-XE 16.12.4a.
