Description (partial)

Symptom:
Firepower Threat Defense managed by Firepower Device Manager (FDM) communicates to Smart Licensing cloud services to sync the licenses for each device. If Smart Licensing Call Home URL endpoint is temporally down, then the device will fail to send the request to resync licenses.

All resync request to Smart Licensing server are asynchronous, if and when Firepower Device Manager (FDM) gets a response back the sync dates will be updated in the UI. If the dates are not updated that indicates FDM did not receive and update from Smart Licensing.

Conditions:
If Smart Licensing Call Home URL endpoint is temporally down, then the device will fail to send the request to resync licenses. The Call Home URL doesn't report back any error to FDM and resync dates will not be changed.
