Cisco Bug: CSCvv70360 - Participants fail to join meeting after disconnecting due to split meeting

Description (partial)

Symptom:
- Meeting participants drop the meeting at the same time 
- Only a group of participants are affected
- When trying to re-join, participants receive error message and cannot be placed in the conference

Conditions:
The reason why all users were disconnected lays in the cloud side. When joining meetings, attendees connect to Meeting Zone Manager(MZM) which presents all the conference bridges available for that meeting. The following Conference Bridges eaacbmm31/32/33.webex.com were present in that list. To keep all meeting participants in the meeting, a cloud component CMC sends maintain commands to all MZM servers at the same time by design. 

For some reason CMC started sending maintain commads sporadically (different times to different MZMs). This effectively caused eaacbmm31 connected meeting attendees to drop due to missing maintain countdown. When tried to join again, they failed because eaacbmm31 was no longer part of the meeting and the MZM considered this as a split meeting and prevented from happening.
