Cisco Bug: CSCvv69070 - vManage: PnP software version verification failure

Symptom: ISR device PnP will fail, when it run target software version, and that version is set in vManage as enforce software version. This issue happens when ZTP enforce software version is configured on vManage for ISR platform, when ISR1100 (ISR1121 in our case) start PnP process with target code version 17.3.1a, the vManage compare the ISR code version with enforced software version set, the comparison will fail even the two versions match with each other. vManage will report comparison failed and enforce software download and install: 11-Sep-2020 13:57:13,863 UTC INFO  [DeviceStatusMessageProcessor] (device-status-message-9) || ZTP upgrade required for device 10.10.191.9. Current Version: [17.03.01a.0.354] Expected Version: [17.03.01a.0.354.1597213395] This will result in software download and ISR will reject the software installation as ISR is already running the same version of code, thus PnP process fails. Conditions: When enforce software version (ZTP) is set in vmanage, and device joining vManage is already running ZTP enforced software.
