Description (partial)

Symptom:
You may not be able to remove a user who logged under NXAPI in the past. 
On an attempt to remove this user following error will be reported by the system and the user will have a network-operator assigned: 

	N9k(config)# no username nxapiuser
	user:nxapiuser1 not present.
	N9k(config)#

	N9k# show running-config | include nxapiuser
	username nxapiuser1 password hidden_password role network-operator 

An accounting log will report a FAILURE on an attempt to remove the user: 

	N9K# show accounting log 
	Tue Oct  6 13:43:26 2020:type=update:id=10.55.228.132@pts/2:user=admin:cmd=configure terminal ; no username nxapiuser (FAILURE)

Conditions:
The user must be able to log in NX-API Sandbox at least once.
